  • Civilians We Need Career Model & Roadmaps
    In the past, the Department of the Air Force focused civilian development expectations primarily on those aspiring to become enterprise leaders who were pursuing Senior Executive Service Roles. However, the DAF recently recognized that there are many civilians who may not aspire to be enterprise-wide leaders, but are doing exceptional work and aspire to be the
    best functional expert/leader they can be. This awareness of different civilian goals, coupled with the realization that DAF VALUES and NEEDS both functional experts/leaders and enterprise leaders, led to the development of a new framework for developing civilians, referred to as the "Civilians We Need" Career Model. DAF-level roadmaps representing desired attributes has been developed for the Enterprise Leader and Functional Expert/Leader tracks. These roadmaps serve as guides to career decision making.

    What happens when your age and experience/skill level is beyond the position you are in that is capped at a low level (GS9 - GS 11) and there is no upward mobility to move in that field? If you are an older civilian, are we expected to start over from the bottom and learn a completely new skill/trade that might lead to higher levels of management and if so, how long will that take?

    you would think that is an individual had prior military experience, leadership training and Associate's degrees from the Community College of the Air Force would be able to have a better chance at a career as a Civilian ahead of someone who doesn't have military experience, leadership training or Associates' degrees.

    My position requires a master's degree by regulation and by the profession for a GS-11 position. According to this chart I should be in the GS-14-GS-15 range with my education. I am a supervisory librarian. In addition to technical skills, I am required to supervise others and run an activity. Seeing other career fields on forums asking the question if they should take a supervisory GS-14 position or stay in their non-supervisory 13 is demeaning and unfair. Not a single position from my entire activity is listed on the FSD career path on their new Civilians we need system. What does that say?
    I could do a desk audit, but I have heard the process is exhausting and more often leads a downgrade or nothing changing.

      Hiring and promotion is based on nepotism.

      You took a position in a career field that tops out at GS-11 and now you are upset that other career fields go higher then you?
      What this says is, you need to learn new skills and move to a field that has higher promotion potential.

    My experience has been the good old boy system is responsible for promotions and positions in the Civil Service. Unfair hiring practices, nepotism. The Air Force has a system but that system is thrown out the window by some folks. I can provide specific blatant, by name examples if anyone is interested. Anyone from AFPC I mean.

    You need to make sure the wings are hiring qualified civilians. Also, put them military supervision training. There’s too many times where civilians are placed in charge of programs they have no knowledge of and not take care of Airmen!
