I am from The Netherlands. For clarity: We DO have cases (you can redeem them with your weekly bonus). Also you can buy and sell them on the market. You just can't open them. Opening is only possible when using VPN. Like Sparkles for instance who lives in The Netherlands and opens cases every day.

How is changing a policy following the countries regulations ? The only option they have is either do what they replicated in France if that is in accordance with German law. Request a gaming license (which are strict and require all types of age verification and more depending on where you are from) or in the case of The Netherlands & Belgium you are unable to open cases all together.

There is no way around gambling laws now that they are getting amended around the world to include game items and skins with a monetary value. This business model will never be sustainable legally and Valve is already looking for ways to generate new revenues. But skins wont go anywhere, and rarity will remain a concept, just offered in a different manner like the xray system for France.

I know it's screw the economy but I kinda wish the the rest of the CS2 clients would adopt the french method of case opening with being able to X-Ray a case without paying for a key and then you can buy a key of it's the item you like at the expense of losing the case. I'd be more inclined to x-ray my weekly dropped cases if that were how it was. Though by doing that it would lead to less of newer cases in circulation and long term prices on those cases would be higher due to less supply.

The float system, marketing and trading aspects of skins stay in place, the only difference being you don't have to gamble for that specific cosmetic.

We don't have enough information for either of us to come to a conclusion as far as what the outcome would be but using the 2021 train collection as the closest possible scenario, alot of those skins were expensive even while the collection was active. While you could choose what you wanted you couldn't choose the condition of the skin. That still gave them value, the FN whiteout even reaching a price of $100 at the time. Skins would still retain alot of their value in community cases if you don't have control over float, patterns or whether they're stattrak or not. The only thing you're guaranteed is the skin itself.

If germany gives valve issues for cases valve will just disallow them from being opened in germany. They make enough money to not worry about losing the sales there. Look what they did with the Valve Index in Australia.

This isn't the court reversing the transaction, it's the court ordering the victim be paid back his money. So restitution for the offender is unlikely.
