Yep, in Germany. You should still be in the TGV. After like Saarbrücken station there’s la douane that verifies your ticket and identity papers, not in the stations. Although that might’ve changed
If the train isn’t late while arriving to Frankfurt, yeah. But if it’s like 20 mins or more, the ICE could also be delayed to permit an exchange. Not every time though.
