Admittedly Alela is my very first commander deck (I'm kinda' new to MTG in general, honestly), and while I did get a lot of the same cards you were running (particularly Sephara, Bident, Empyrean Eagle and Dictate of Heliod), there were plenty of things I went with that seemed to go overlooked. When you decided to go into enchantment heavy, I was surprised you didn't go for Underworld Coinsmith (1 heal when an enchantment ETBs), Lunar Force (basically an enchantment Counterspell), All That Glitters (+1/+1 per enchantment), or Ethereal Armor (basically All That Glitters but cheaper and with First Strike), none of which were all that expensive when I looked them up. And I bet Leyline of Anticipation probably didn't get a mention because of its cost in money. Favorable Winds was a big one, as it's basically Empyrean Eagle on an enchantment. I used Citywide Bust as a boardwipe to wipe out all the massive +20/+20 buffed proliferated creatures I see a lot of while leaving my (potentially) low-powered faeries alone. Heraldic Banner, while traditionally a monocolor ramp, can here be used as a perma-blue ramp and yet another anthem source for all the faeries. Speaking of anthems, Gravitational Shift. Book Ends, Mask of Riddles, Ophidian Eye and Curiosity all give draw power without compromising the artifact/enchantment theme. Wishclaw Talisman is basically all about politics. Mace of the Valiant is a hilarious boon in the context of Alela, as is Cathars' Crusade (though it's admittedly much pricier) for similar reasons. Guild Globe and Golden Egg because they're cheap artifacts with draw powers. And for a dark horse choice, Crashing Drawbridge. Imagine spamming out a ton of Faeries late game when you have the mana to empty your hand. Then give all those faeries haste. For zero mana. Or do that same thing but with a maxed-out Dance of the Manse. I wonder what an Artifacts Matter version would look like, as there's a lot of fun stuff in there like Stonecoil Serpent, Shambling Suit, plus plenty of in-color support like Emry and Arcanist Owl. I found the hardest time trying to get use out of the black side of the card pool. Best I can figure so far, black is my problem answering color. The plan was to crank out the annoying enchantments like Revenge of Ravens and Ill-Gotten Gains, but cards like that are a lot harder to search for as I have no idea how to narrow my search down beyond "Black", "Enchantment", "doesn't suck" and "costs less than a pizza". Giant's Skewer was *almost* a hilariously busted combo until I realized that generated foods aren't "casted". I took a chance on Bloodsoaked Altar, but I suspect I'm gonna' find out pretty quickly that the thing isn't worth a whopping $0.04 for nothing. I filled some of the gaps with Bloodsoaked Aerialist, a black creature that serves my monoblack drain deck very well in Standard. (And hey, Alela does have Lifelink.) There are some Black artifact creatures I'd like to get, like Baleful Strix, Tidehollow Strix, Vault Skirge and Glaze Fiend, but I don't have any of them yet. Edge of Divinity is a fairly money-expensive enchantment, but it's basically a +3/+3 on Alela for only a single White or Black mana. Basically, this is what made me decide to lean into artifacts so hard. If I can't find enough good blacks in theme, so the theory goes, I might as well run large amounts of colorless. (Probably didn't hurt that a local player who's been trying to get me into commander recently showed me his Ugin EDH deck and I'm wondering which of those cards and ideas are transferable.)
I would suggest Archetype of Imagination, for it's 2nd ability grounding all flyers my opponents control is very helpful and it is an enchantment. I also would recommend Odric, Lunarch Marshal, with Alela it gains flying during combat and it gives flying, deathtouch and lifelink to your other creatures. Gravitational Shift and Teferi's Moat could lock down the game.
I think that having a mill strategy for Alela with cards like Altar of the Brood, Sage's Row Dezien, and Thassa's Devourer would be a good way to get additional value from the fairy tokens and Enchantments in this deck

I'm brewing with a kykar deck similar to this one at the moment, trying to pump out a bunch of tokens and buff them up with anthems and it's a lot of fun. Eldrazi monument, divine visitation and heraldic banner (super cheap and super good) would be my inclusions (monument and visitation are a bit pricy though)
So a good card I’d recommend is called out of time. It is an enchantment so it runs with the theme of the deck, it’s incredibly cheap at around 25 cents, and it gets rid of all creatures. It phases all of them out, so that gets rid of commanders as well. Normally when I’m dropping it, I’m getting rid of at the very least 10 creatures, meaning they won’t come back for AT LEAST 10 turns. Just be sure you can protect against enchantment hate and you’re good.
They would be able to move their commander to the command zone, which would mean it isn't exiled with Ixalan's binding. They would be able to cast their commander again.
this video would be good if the prices of the cards were correct. Muddle the mixture hasnt been under 2 dollerrs in years alot of other cards that your listing are off as well.

Mill would be an interesting build. Never actually made a mill deck, but something I always wanted to try. Might have to change that!

Opalescence is great. It does the same thing as Starfield of Nyx minus the returning enchantments to your hand.
It is a great card,and it has gone down in price the last several months. Crazy that it can be considered a budget card now at $9.
imprisoned in the moon is ok. frogify and darksteel mutation are better though. Also i never run white and blue without playing render silent.

If you exile a commander with Ixalan's Binding, it can not be cast again?
They would be able to move their commander to the command zone, which would mean it isn't exiled with Ixalan's binding. They would be able to cast their commander again.
