Starcraft is kind of a bad example for balance because while Blizzard was very slow when it came to balance patches, the map makers did quite a bit and the map you're playing on heavily affects balance. The build DL is referring to is only really good on maps with a certain sized entrance to the natural expansion (so that it can be walled off). So map makers just made the entrances narrower to help balance the matchup. That build then also got countered by builds that take a quick third expansion and so mapmakers started making maps with easier to defend third expansions, which let players counter the build that DL is talking about and swung the matchup back the other way. League doesn't have that sort of balance tool. There's only one map and it rarely changes. It was also played in an era where information wasn't as freely available and shared. Pro players hoarded builds and replays then, while everything is livestreamed now so people "figure out" metas faster.
Blizzard's way of using map to balance thing is not even that good... This philosophy of create more imbalance (like extreme maps) to balance out current imbalance, tends to limit variety. In contrast, it would be better if blizzard have actually balanced the units so different units can actually be used... and this would allow more map variaty also. Using maps to balance things just limit both usable units as well as maps. Starcraft is still a very good pioneer for the rts genre though. It's typically just better to nerf the things that are overpowered, instead of creating/discovering more overpowered stuff to balance it out. It is good that different champs has their uniqueness/fantasy (ie, especially strong in some aspects)... but when that unique power is too extreme, there is diminishing return on how much extra fun it creates (like running even faster with Zeri) in comparison to the frustration of playing against other super unfair stuff (like never landing a skill shot on a super fast Zeri). I think league is not an easier game compared to dota... but dota does have better balance between carry and tanks. In league, tanks are way too tanky, and carries are way too squishy. The extra fun of adc doing even more damage is reaching diminishing return so that it is not worth the frustration of getting one shot super easily.

Obviously higher tech units appear less often because games frequently end before high tech but broodwar doesn't really have a problem with usable units. Using maps to balance has actually led to less extreme maps, not more extreme maps and Blizzard isn't the one creating maps for broodwar. They're made by either fans or AfreecaTV (the Korean streaming platform that hosts the main Broodwar league). There is an issue with a lack of variety of course, which is why League is a harder game to balance than Broodwar. Riot actively tries to shake up the game to keep things new which leads to balance kind of falling apart at times.
