There's an example of that in Lego Marvel Super Heroes. The Destroyer is a boss you fight but when you unlock him you get the mini Destroyer who's not all that impressive. He's not even a big fig despite the fact this was the game that introduced them as playable characters. And Venom got two forms so it would have been possible to do the same with Destroyer but apparently not.

The Dragon Dance figure reminds me of what I used to do. I take a minifig and remove the legs before placing the torso onto a 2x4 brick and then place the legs underneath it with a second pair of legs at the back for a Centaur.

There are more unused characters. Man of the year Lex and Bruce Wayne, Vixen, Superboy

For those who doesnt understand why Marty McFly is in Lego: Jurassic Park: This is due to the fact that the director of the movie Jurassic Park (Steven Spielberg) is one of the producers of the movie Back to the future, movie where Marty McFly is from. For this reason, they wanted to do a reference to that relation that both movies have by adding McFly to the game. But I think that this idea was dropped out so Marty ended up being an unused character
And probably as a teaser to Lego Dimensions. The next video game after that
Also (for some reason) Anakin Skywalker (Damaged) is only playable in the mobile port of LEGO Star Wars TCS, listed as Anakin Skywalker (Dark Side) but it’s the exact same minifigure

Its hidden in the way that its unplayable, he is probably playing with a mod that allows to use this kind of characters

The non Lego characters in the star wars 3 are proof that they were trying really hard to get alot of the stuff in that game as accurate as possible... you got to respect the effort
