By maintaining the propellers within this optimal RPM range, the submarine minimizes noise generation. Also they can run at very low speeds by turning off active reactor cooling. Modern diesel submarines are still effective weapons. Many countries are still developing and using diesel submarines. Actually those are "diesel-electric" submarines, most of the time they are running on battery therefore it is much quieter than nuclead submarines.
