Alright!
We used the value of Tan¤ because we have to deal with Perpendicular and base only in this case. The value of Hypotenuse is insignificant here because it makes imaginary line there.
We can use COT also.

We have to find the heights of the three objects i.e. Building, Tree and the pole using the clinometer.
Let's take the first case of Building.
Here the angle l of elevation as indicated by the Clinometer is 45 degree. And the length of the base which can be easily measured as it is accessible is 24cm.
So using tan45 = P/B where B is base (24cm) and tan45 is 1 hence P (building height) is 24cm.
Similarly proceed for other objects using tan of the different angles.

Inverse of TAN i.e. the COT will also work.
Tan is used here in the fact that all the three conditions have one thing common - Base is known and perpendicular is not. So giving the Tan and Cot combination.
