If you asked me what happened to the herring I would say fishing. One type in general, the commercial boats that harvest them for Omega-3. Not only were they wiping out the herring but their bycatch should of been criminal. Well at least the ones from mid to north east US. The trail of dead fish I saw left behind them made me sick and so angry. I've seen so many dead stripers in their wake, dozens and dozens of them over and over again.
The moratorium has made a huge difference to fish quantity

Problem is flying time and distance. If it was possible the best type would be a Gemini V-2 or similar. The Gemini is hard to beat though. It can fly upto or more than 4 hours and cover huge amounts of water, problem is take off and landing
