  • If you drive westbound on Hall Boulevard in Beaverton today, you’ll come across a yellow light at Scholls Ferry Road that lasts 4.5 seconds - but it used to be only 4 seconds. That half second made it so drivers didn’t have nearly as much time to stop or get through the intersection without being ticketed for running the red light.

      No, they said in the light was correct. This has nothing to do with money. All they continued to say in the video is "should, should, should". Never once did this news agency say the light was unlawful. This is how they get you. News agencies mince words to build up something that isn't even there.

      Actually, making remedial changes to avoid negligence is by definition not evidence of negligence. I know it sounds kind of silly but the idea is they don't want to discourage people from making things safer. If it is determined that the timing was a result of negligence, the decision to fix it is not something that could be held against the city

      Uhh, a difference of 0.5 seconds is almost 20% of that 3-second range. That is not insignificant. If the 4 was acceptable they wouldn't have changed it.

      The formula from the Oregon Department of Transportation says 4.4 seconds. That is the fact he presented to the court. An extra 0.5 seconds gives you an extra 30 feet of stopping distance at 40 mph. The shorter the light is, the larger the dilemma zone is that they mentioned in the video, where you physically cannot stop in time. The lights should be set to the proper amount of time, not rounded down to the nearest second.

      I won't point out a spelling mistake in your reply since its more than likely a typo. Typically if posting a response for the sole reason to correct someone's grammar (which by the way is super annoying) you might want to ensure said reply is free from at the very least obvious grammatical and spelling errors. Especially when the reply is so short.

      I now get the jist of what your trying to say, and yes I'm missing a because and a he. The proper correction would be "because he wasn't a traffic engineer" the beginning is quite rough too. So I will concur and make a public declaration. Yes my original post is littered with grammatical fuckery which has permeated the entire sentence structure. Although it is free from spelling errors, the composition is just one big cluster fuck. In retrospect it seems that I was guilty of being an intoxicated You Tube comment author. As I look a little closer this definitely does in deed seem to be the case. With the primary and most damning piece of evidence being this video. What the fuck was I doing watching a recorded local news cast expose' about the yellow lights in some town that were improperly timed by entire tenths of a second. I can admittedly watch some weird and geeky kind of shit, like space and science videos some anime and some other strange documentaries. Can't explain this one though, and its just now hitting me. Not only did I watch this I actually commented on it, and apparently its seems my reply was referencing some untold information that's not available in this video about yellow light man?!?! WTF so it seems this isn't my first yellow light man video as apparently now a contributing member of #yellowlightsmatter movement secretly when I'm high or sleep walking hmmm this is a little disturbing. I gotta get back to my safe space of cop brutality videos, Dragon ball theory, center right leaning political webcasts, a few animal videos, space documentaries, cartel snuff recordings and vintage porno.       He is saying they fined him because of the later fact that he wasnt a traffic engineer. It had nothing to do with criticizing the traffic lights persay.
      But they retaliated cause he questioned their supreme authority to sort of say. You dont have to be a traffic engineer to publicly observe and report something.

      Even if he wasn't like you said you don't have to be an engineer to criticize the lights, so how did they fine him, what law or municipal code did he break? I get why they did it to reaffirm they got the biggest swing dick in the room. Definitely the people who are on those city counsels of an middle to upper middle class types of mid sized suburban towns/city are probably the most power drunk narcissists in the entire country. But don't get how they could fine him for complaining at an open public meeting? My guess is, you can hear him saying "I'm here in front of you for the 8th time" is they likely passed some type of city ordinance solely for the reason to fuck with him, otherwise they would have levied it against him after about his 3rd time raising the issue at a meeting. That is so in line with what those types suburban city counsel members would do to, they think they're behind say only the pope, president, and governor the most important crucial civic official official of civilized society. They're as bad if not worse than HOA board members in Senior only FL communities.

    They got a ticket for running a red light, not for half of a second.
    Actually they did get a ticket for running a yellow light that changed faster than they could react, under the expectation that all of the lights were uniform. Its like getting a speeding ticket when the sign is obstructed by poorly maintained bushes, or is on the opposite side of a tight corner.

      no, there is a formula dictating how many seconds and fractions of a second yellow needs to last.. this intersection should have a 4.4 second yellow light..they had reduced it to 4.1 then 4.0 seconds. and 0.4 seconds is alot when traveling 40mph. you can easily clear that intersection without needing to speed up.
      the formula takes into account speed limit, size of intersection, the dilemma zone, angle/pitch of the approach/departure. and it is federally mandated

      You need to STOP at the yellow signal unless you are not able to stop safely. So if you run a yellow light and it turns red while you are in the intersection they are right to ticket you because that 4 seconds should have been enough for you to pass the intersection (if you were driving on high speed and the lamp just turned from green to yellow) in time or to stop.

      Yes Tiesto... there are a few problems with your statement. 1. 4 seconds was not enough time for a driver to stop at that light (while in the yellow zone referred to in this video) without completely slamming on their brakes and possibly causing an accident. 2. In multiple states you may “clear the intersection.” This means that a driver is allowed to be in the intersection when the light turns red. They may not enter it after the light turns red. (This may apply to most states or all, however I wouldn’t know. I only know the law in a few of the states that I regularly drive in.)

A way to show she is wrong would be to use the example "what if the yellow light was changed from 4 seconds to 1 second, would your statement that drivers got a ticket for running a red light still be true and would it be fair"? Now you've got her over a barrel cuz if she said yes it is fair, then clearly you are showing she is whacked in the head. If she says it is NOT fair, then all you have to say is "well then how many seconds or fractions of a second can you shave off the fair time before it comes unfair"? Now you have showed her logic is flawed cuz if shaving of the time is fair and legal, why then would they set it at 4.5 seconds in the first place and then drop it down to something shorter other than to try to "trap" drivers and take their money? That could be considered a type of "ticket entrapment".

      That lady acts like she's never grazed the end of a yellow light. I'm sure being a city councilor is a stressful job and more of times when she goes home, she'd be reluctant to hit the gas in a dilemma zone. I'm also sure her government status license plate protects her from the ticket issuers.

    Here in Peru we have Timers on the Lights. So you know when to stop and when you go. instead of seeing a green light and automatically changing to yellow. Here you see a time dropping down and know how much time you have to make it. or not

      They start emplementing that system here in the Netherlands. Not all new traffic lights have it, but some very new, busy intersections have timers on the traffic lights for cars, pedestrians and bicycles. It really helps if you ask me

      On a trip to Québec Canada, a good distance away from the light they have a billboard with flashing lights to say the light is red and to stop. The neat thing is that it will start flashing when it is green to warn the yellow light is coming and to start slowing down in preparation. It is very accurate too, the guy who passed the sign buy just before it started flashing had time to pass through, but the car behind right when it started flashing would reach the intersection at that awkward time to get them to start slowing down to avoid that mess.

      Here in Los Angeles we have that, it is shown on the ped crossing sign. It is not ubiquitous yet, and not totally uniform in its implementation, but it is really a great idea.

      According to the "official" Federal DMV standards and definitions on traffic lights and traffic signals:
      Yellow is a cautionary color, and is used in traffic signs and traffic lights to indicate "caution". (NOT stop)
      "Steady yellow lights 'signal' that the light will turn red soon. So, you must either come to a safe stop before the crosswalk, or, if you can't stop safely, proceed with caution through the intersection before the light turns red."
      That judge is officially a dumbass and should have be disbarred, until such time he can learn to read basic English, and has the brain capacity to understand simple English terms like "caution".
      A municipal, city, county, or state does NOT have the authority to supersede the authority of Federal laws/statutes, particularly in the case regarding public roads and traffic regulation, as they are funded (in part) with Federal funds, and therefore are subject to Federal requirements.

    We have the same issue in Akron, PA our main street light is 3.2 seconds and they sit there and hand out tickets at the end of each month. People from out of town run right through the red because they don't think the yellow is so short. Plus once the one turns red, the other turns green right away! it's so dangerous and it's all just to make money.

    Where I live, the red light camera has a 2 sec delay AFTER the light turns red. They are looking for blatant red light runners. Those intersections also have a 2 sec all red interval to accommodate drivers caught in the dilemma zone. Florida has a "permissive yellow" rule. That is to say that if you enter the intersection on the yellow, you're legal even if the light turns red. Some states have a restrictive yellow where you are in violation at the moment the light turns red if any part of your car is in the intersection. Also, there are two definitions of the intersection boarder (near side stop bar to far sIde stop bar or near side curb line to far side curb line). Once you pass the point where you cannot stop, the traffic signal is no longer an issue - you must pay attention to other traffic. You can't use tunnel vision on the signal to see if has changed and still maintain safe operation of the vehicle.
    It has also been shown than red light cameras INCREASE the probability of rear end collisions.
    And I must add that the formula shown at 2:01 is wrong. V=velocity in MPH. That means that V would have to equal 195 MPH to get 4 secs of yellow time. The 2Gg would = 0 for level grade approaches to he intersection. This guy isn't practicing engineering - he's using high school algebra to show the error in the signal timing.

      from what i read about yellow lights, any state that doesn't allow "permissive" yellow lights is in direct violation of USDOT.. my state it varies county to county how they try to handle it.. my county they are very permissive, right around highway area, they allow you around extra second to decide. but if its snowing out, they disable red light camera and just use video cameras instead to determine who is in violation..because that area can get very slick quickly.
      but you go over 1 country, they have only 1 red light camera, the road enter town to wide, long straight road you can see everything, so people naturally speed... but they have a less than zero tolerance policy they sometimes start firing camera off early! not even red some of the times.. lucky the 2 times i gotten nailed i successfully appealed thanks ot my legal consultant friend helping me out.. that little town is almost bankrupt too, i say most of there money comes from "revenue enforcement" like police handing tickets out and now people avoid that area and dont use it as a shortcut anymore, so the only people they been going after is the tiny 250 person population itself..i dont know how long that town will exist before gets absorbed into ours, i know been talks of it...

      Leo Curious Those states with restrictive yellow are just looking for more revenue. Here's something: New York City does not allow right turns on red unless signage says you CAN (Right on Red OK). Every other city in this country allows right turns on red unless signage says you CAN'T (No Right On Red). I don't think there's any signage in NYC that says No Right On Red. That would be 500,000+ signs. I wonder how many out of town tourists get caught running red lights in NYC.

    Photo enforcement system were never about safety - thats just the veil that they use to hide their ultimate reason, revenue. If you think Im fooling myself take a look at what has been going on in cities that have had these systems. In Nassau county and Suffolk county the cost of these citations has been raised a countless number of time - originally started south of 50 dollars now more than twice that (when you add in the "administrative fee" that they snuck in").
    You have this runaway problem where cities install these then become dependent on the revenue stream. When Nassau county was asked why they are rising the citation fee to 150 dollar (not sure if it passed,i left by then) they stated that it'll help cover other operational costs of the city. So you have a situation where they are hooked on these citation fee - their hooked on it likes its methadone and they can't get off.
    There are other problems that this type of enformcent causes. They are ugly, physicaly speaking, The flash from the lights is extremely bright and blinding, particularly at night - it is absolutely atrocious.
    My only advice to people that if your city/county begins to install this type of shit, protest it as much as you can and let them know that its bullshit. The vast majority of the situations are not issue to people going through a red light, they are for people who are either going through a slightly late light or not coming to a complete rolling-back stop prior to a right turn. When they campaign for these types of systems they shows videos of people going through a red light and hitting cross traffic - which by the way, people that go through actual red lights, this system will not prevent because its not an actual physical barrier to negligenc. If they were being honest they would show how these systems actually work which is to give citation to motorist who go through a slightly late yellow light. Lets just be honest and call them what they are; these are not red light cameras they are' slightly late yellow' light cameras.

    In a small town in Ga. the town put up both red light cams and speeding cams. They kept malfunctioning. The reason? A .308 bullet. After three replacements they finally gave up and took them down.

    I find the length of yellow lights almost always match the length of the white line from where it turns to a solid line, if you're following the speed limit. I've also reported an intersections light time, but they have yet to change it.

      Perhaps true in your area, and only until whomever is responsible for that quits or retires. Not true elsewhere. The length of the white line does generally increase with increasing speed limit, but it's not proportional or consistent.

      technically these things are supposed to be handled by the federal government here in the US. they have a set formula and chart for how has to happen. the state/local government handles maintenance over these things however because federal government is far too slow. the state/local isnt allowed to deviate much from those standards but it happens sometimes.. money is a huge motivator.

    We had a 3 second yellow light here in a 60km/h zone. Same thing happened with that light, people fought it and lost and later it changed to a 4second light. The crosswalk there has pedestrian lights tho and hand starts flashing to let pedestrians know its about to change which generally they get 15seconds when it starts to flash so depending on how far away you are when its flashing you judge off that and avoid the tickets that way.

    I got a ticket there 5 years ago. There was a loophole though, since the car I was driving was owned by my dad and the ticket went to my dad, he didn't have to pay since he wasn't driving it. It was pretty expensive too, $350.

      traffic camera's can only ID plates, so the ticket is to the registered driver, hence another reason the system is BS, how would they know who is driving?

    Hall Blvd @ Scholls Ferry is a Complicated Intersection & it gets Very Busy around Washington Square Mall. It needs a Double Left Turn Lane on Westbound, Southbound & Northbound. Also to add a Westbound Right Turn Lane. It will include Replacing All of Traffic Signals. Also a 5 Lenses Right Turn Signal needs to be Replaced with a Flashing Yellow Arrow to Reduce Conflicts. Add a Blink Out Sign for No Turn On Red.

    My home town used to have traffic light cameras. The duration of the yellow light was controlled by the contractor of the cameras and not the city. The yellow light on one 50 mph road was 3 seconds and almost all other lights in the city not on cameras were 4 to 5 seconds. The city got out of the contract in less than a year thankfully.
    A traffic camera system can improve safety. Unfortunately, greed takes over and the lights are shortened to improve revenue.

    I remember when they started these back in the late 1990's. At the time I just got out of High School there at Aloha. My dad and mom received a ticket in the mail for speeding, same as the red light cameras, the speed cams were not tuned correctly. The road they did travel on showed 40MPH, they tried to clock his car from the speed camera at the time 160MPH. First I know his car could not go that fast. This also occurred in Beaverton as well. A Honda Accord built in 1992 with the Governor still on could not exceed 110MPH. Unless back then you knew how to rechip the ECU, bore out the heads for a stage 3 Turbo, or Supercharger, and swap out the intercooler.
    My dad fought it, and did win, becuse I was there in court asking a Judge to prove to me that a Honda Accord SE stock can do 160MPH. He shut the fuck up and dropped hte case.

    My city put red light cameras up. Then, the citizens filed a constitutional lawsuit and won! All of our red light cameras were removed. Hahah

      Super easy way to fix a red-light camera. Get a cordless drill with a long 1/4" drill bit. Find the tar strips in front of the stop line that are in the shape of a rectangle. This is the red light camera sensor. Take the drill and drill into the tar strip as far as you can get it to go. The sensor will no longer work and they'll have to put a new one in.

    To be fair, the lights in my town are all different. We have an intersection crossing the main road, one goes up the hill, the other goes into the side road where most of the residents live. The hill light and side road light have green light timers shorter than yellow like timers, if not the same.
    At no point did I ever think a wrongly timed light would cause so much distress.

    I've seen studies where these red lights cameras actually create more accidents. Somebody will be too close to an intersection too stop, but because of the camera they will slam the brakes on. Then the drive behind didn't expect them to stop because they were so close to the intersection and they get rearended. Or they come to an uncontrollable stop skidding through the intersection and crash into another vehicle.
    There is a light nearby that is a green turn arrow, but there is no yellow turn arrow. It goes from Green straight to red with 0.01 seconds warning. So you could be even 6 inches from the intersection with a green light, and it will turn red, and boom you've ran a red light. Thankfully there is no camera, and none of the police here would ever ticket for running it.

    in TX it's based on speed, 1 second for every 10mph, and if it's say a 25mph round up to 3. With a traffic camera they're supposed to add 2 seconds.

    Light turns, slam on brakes. The car behind you is required to follow at a safe distance so if they rear end you, they are at fault for following too close. You have to always assume the car in front of you will lock up the tires without notice, and you have to give yourself enough distance to react and bring your car to a stop before you reach the car in front of you.

    In my country yellow timing is standard 3 seconds, but it is also standard preceded by green flashing for another 3 seconds. Additionally it's only illegal to enter the intersection when it's already red, if you entered at yellow then it's automatically legal.

    4,5 seconds? In the Netherlands, the standard is 3 seconds. Only on traffic lights where traffic approaches at higher speeds (like traffic exiting a highway), it's 4 seconds.

    Theirs a tricky light by were I live In Phoenix. When the countdown to walk stops It usually turns yellow and red but instead sometimes It stays green for a bit longer and without warning It changes to yellow and red. I believe that got me one ticket already. And once traffic going west to east and east to west stayed green for over 5 minutes until I did a u turn and I don't know how much longer It stayed green.

    I saw a picture once where the yellow light was in the shape of an hour glass and once it went from full yellow to an empty outline then it would change to red, giving drivers a fair perception about when to expect lights to turn. I grew up in beaverton and have seen issues like this everywhere. You can spin it any way you want but the truth is there are ways to increase traffic safety but politicians will never agree because the generation of revenue is more important then the safety of the citizens. I'm not surprised and this is nothing new, these injustices, however small, happen all the time all over the country without any recourse for the actions that caused them in the first place.

    The state of New Mexico ruled several years ago that red light cameras can't be installed on state maintained highways because their contribution to safety couldn't be proven. Quite a few that cities had put up had to be removed.

    I noticed that their speed limit signs say only "speed'. In my area, they say "speed limit". Technically, the sign is telling you that you must go that speed, but not under or over. So if the sign says "SPEED 40" and you are going 39 mph, I guess that means you are disobeying the speed on the sign, so they can technically give you a ticket.

    The scary thing is with the short amber light, the timing was introduced to prevent collisions. The vehicles on all four roads leading into the intersection should be at a standstill, before the green for go light comes on. So the timing should take into account the speed limit, grade and width of the interchange in both the N=S and E-W directions or points there of. As stated in the video.
    Now the Town lawyer gave a 3 to 7 second yellow light delay stated in law. Well yes a 3 second delay would be correct on a low speed limit road that's at flat grade, with only single lanes each way. But 3 seconds would not allow for reaction time and for the vehicle to clear the intersection of say a two lane road in each direction.
    Sadly towns and city's are manipulating all kinds of laws to extract money from the motorist. We are lucky in the UK that motoring organisations such as the AA and RAC do monitor this. Or will look into complaints raised by members.

    That's nothing, we have a stop light near the highway in my town that lasts 2 seconds. My friend and I went through that light multiple times with an electronic stop watch. 2.3 seconds every time. And yes, there is a camera on it. We have two speed cams and several red light cameras. It sucks. I got hit with one a few years ago. Same light too.

    Short yellow lights actually make intersections more dangerous. We all know that the most common car accident is a rear end collision. Some drivers who are following a car coming up on a yellow light will speed up and end up tail gating the car through the intersection. And sometimes the car they're following will slam on their brakes to avoid running a red light. That's almost guaranteed to cause an accident.
