the same reason as why ToS NA had voices for Sacred Shine, for example (which was later included in JP-exclusive PS2 port of ToS). It was considered during development, had VAs record them, but did not use them in the final product. ToS2 had whole lot of spells for Marta that was left on disc (and Marta would use the incantations if you give her those spells via cheat, etc).
This has probably been asked before, but I'm way to tired, (12:30 here,) to read through them: If Brilliant Overlord was an NA exclusive, why is Guy saying something in Japanese, it wouldn't have existed, unless it's the newer Nintendo 3Ds version.
