No, this is how they entrance their victims. The prey is fascinated by the antics of the Stoat and all the time gets closer and closer until it is able to pounce on the victim and do the dastardly deed. It is what is known as 'mesmerising' - the stoat does this for a while to get within striking distance until 'Robert is your dad's bother' - the stoat pounces
Actually by its actions I'm wondering that every single time the stoat got with range and at the right kind of angle to strike at the partridge some attention seeking twat fired a air pistol or made some noise to deprive it of its meal, as opposed to just letting things be and letting us watch a video of it catching the partidge if it could.
