I'm with you on it just being basically buckshot with downsides. Super fast boss kills and slightly more ammo but sacrificing all penetration and getting the feels-bad misses just isn't worth it, especially at higher stars where everyone can kill most bosses relatively quickly regardless. An interesting buff might be to have it get triple ammo from resupplies or something, since shotgun ammo can be pressured in a lot of games. It needs something else to justify the negatives a bit.
I think it still has its place with the Romero, and I always bring half pennyshot for meatheads and boss clears

I've never really liked pennyshot tbh. However it can be insanely good, or insanely bad unless your good friends with the Hunt Gods. Great video though!

As someone who uses pennyshot a lot, I can say it does not work well on a lot of shotguns. In my opinion, the romaro, specter, and C&K suck with it. For some reason. You'd think they'd be the best, but turns out no. Medium barrel shotguns seem to work the best! The slate and terminus specifically. The slate has good spread whilst being fairly quick to keep up with those shots that don't hit. As for the terminus, it's special. The terminus doesn't suffer from the spread increase of pennyshot! It stays the same (or almost, I forget. It's the difference of like a 5). Match this up with the terminus' unfortunate likelihood to take 3 shots at a semi decent shotgun range, you will typically seem to get 2 shot kills. The terminus feels way more consistent with pennyshot for some reason, and with the fact it already eats ammo, the extra ammunition is awesome.
However I'm also a fan of dragonsbreath, so I don't really care for penetration. I like watching my enemies die!!!! And I get to scream "keep the change" after every kill

i absolutely have a gambling and a low tier addiction, so pennyshot is very fun to slamfire. perfect as a pistol secondary. :^)
I have 4600 hours in the game and I keep changing opinion on penny shots... Loosing penetration sucks, but I had the feel to "secure the kill" in some very close range situations, where buckshots would (maybe) just achieved an hitmarker. Also with some shotguns (for example the terminus in both sizes) feels way more consistent for some reason.

I do like Penny shot generally, but you just have to be more mindful of your range when shooting. I try to get in a bit closer when I'm using it in a gun that isn't a Romero.
I think they should increase the penetration of buckshot and make pennyshot able to penetrate 1 layer of wood. Pennyshot is cool and I'd like to take it more but no pen makes it pointless. The amount of buckshot kills I get through walls and floors is too good.

No its not good for pvp. First clip, if you had buckshot it would've been 1shot kill. Same for slug.
