The reduction from 5 liters to 3 liters had nothing to do with speed, it was all about limiting Porsche, and to guarantee Ferrari and Matra wins, particularly a chance for Matra to win Le Mans. You'll also notice, for the first time in many years the turbo/super option was eliminated...just to make sure there were no Ferrari and Matra competitors. The frogs were out give Matra all the help they could.
Some truth in that but Porsche had surprised them in making enough 917s to homologate them. That was a (likely unintended) consequence of the FIA reducing the requirement from 50 to 25 cars. So going to 3 liters reversed the ‘issue’
