My theory to King Neptune on the planet Neptune is this:
In the first SpongeBob Movie made by Hillenburg you can see at the end that King Neptune changes Mr. Krabs accidentally to a human. That could mean that King Neptune kidnapped Humans from Earth, gave them a brain wash, transformed them to fishes and brought them to planet Neptune.
