why would you put shrapnel in a bomb if you are going to warn police in time to clear the area?

They put a warning in ,to try and reduce civilian casualties, Dosent mean they don't want to catch the Crown Force's, who's job it is to disarm and clear the area ,
They made an agreement with Mi5 in the 80s. Maximum devastation. Minimum casualties. They were "obliged" to give a warning. Now they're in Government. 😂
