Sir, 1. If motion admissibility is decided by presiding officer, Would he be impartial to no-confidence motion given that he is from ruling party? Speaker is more likely to not not admit a no-confidence motion. Ideally members should decide if they want to discuss certain discussion or not. If presiding officer rejects a motion then should it not be put for a vote? Judicial review even it is there is gonna take couple of years for judgement.

@@srishtikumari6664 Yes, Writ petition can be filed by a member if he/she feels that the motion was denied on unfair grounds. It is then upto SC whether it considers the petition or not. In normal functioning, members don't approach SC for motion denials. 2nd doubt- to date, speaker's authority to endorse a bill as Money Bill is final and beyond judicial review. Aadhar case judgement upheld the validity of bill as Money Bill, the SC Bench gave a hint that in future, speaker's authority may come under Judicial Review. Hence, as of now- it is still out of the scope of JR.
