The south park staff was so sure that the turd sandwich was going to win, they weren't afraid of the deadline they set for the next episodes to come; they'd already had the whole season planned out - but then the giant douche won, and they were like OH SHIT and had to scrap everything and work like a sweatshop to get the next episode finished in only a few days. That's why the plot points established in that season never went anywhere; the main antagonists were meant to be the member berries but they just faded never to be seen again after the winner was announced, except for minor irrelevant cameos.

They storyboard and draw the episodes in 7 days, sometimes uploading the episode to the network with hours to spare. Computers made this possible years ago to animate pretty quickly. They also work 10 weeks out of the year now. This is how they are able to have current events in episodes like Kanye and the gay fish.
