Being completely honest, I prefer the Marceau play style over the Mogador/Kleber hit and run style of play. Personal preference but lots of KOTS teams agree.

A bit better torps (both angles and volume), and waaaaaay better gun angles (Mogador's 46/45 to Kleber's 24/24)

Kleber is better for the reload booster, and torp reload and leg mod, can get down to 6.2 concealment, but again it all depends on your play stytle
