That all depends on the scope of your project, visual fidelity, team size and so on. If you want to start making a game you can just hop into the Unreal Engine or Unity and start creating your game, then you can use blender to make your models for free. If you use Unreal then most of the Megascans library should be available on the marketplace for free. So my recommendation would just be: find a game you want to make, then plan out how many people it will take to create it so you can estimate your budget needs
