IDEA includes procedural safeguards to protect the rights of students with disabilities and their parents by providing: translators to make language understable, information on evaluations and requiring parent consent, parents are afforded access to their child's record, independent evaluations at public expense, prior witten notice where parents are notified of IEP changes and parent participation in I.E.P. meetings.
