That RB progression cost is how it always was. Quickness is most expensive and power is second most regardless of archetype. IQ and Route Running are the cheapest. What's really annoying about it is that power backs won't upgrade their power traits (and thus any of their physicals) until they've become elite receivers, and by that time they're probably so high overall that they declare for the draft. It looks like maybe EA's hotfix for that was to put more caps on power backs' bars for route running, hands, and elusiveness. I couldn't say for sure, that's just how the 2 power RBs on my roster are currently.
It is the same across All players among the same Archetype. The only differences are stat caps and Dev Traits. The biggest difference is that Receiving Backs actually gain Route Running ratings group slower. Why? No idea, but Power Backs Overall ratings are skewed towards Power ratings, which are harder to grow, which makes them appear lower in Overall rating most of the time.

I think they should remove abilities to be upgraded with points and only be the attributes that improve through them. Instead I think that there should be a certain level in a stat that guarantees that the player get that ability instantly. But there should also be a lower level in the same stat that allows for the same ability but the player needs to obtain a certain amount of XP by playing in games for upgrading early but it won't use points. So you can get a player to upgrade the abilities early by playing them or you can wait and hope they get good enough in that stat to obtain it automatically. Doing it this way they can easier balance development with attributes and players not feeling there is a lack of development because they used all points on abilities. And you get an extra bonus for playing players instead of sitting them by getting abilities early if they have met the minimum threshold.
I said this in a video this week. I feel like the ability point spending aspect needs to be retooled a bit. Great concept, but you just don’t earn enough points to ever truly upgrade a player and their abilities at some positions
