you can easily do this with FredoTools - ThruPaint plugin.

Clean Up your model first. and scale up 3 or 4 times and re-try.

by the way vertex tool is not in the action in this video it's look like vertex tool but it's Bezier Surface (free) by thomthom

you need to do it separately just upload the top on website and then adjust with bottom.
