For the hip fire mod, you can also shoot a vehicle to get the better accuracy when hip firing. So instead of waiting to damage the opponent before getting better accuracy take a couple shots at a vehicle nearby if possible and you'll start out firing with the bonus instead of having to wait until you damage the enemy.
