Surprised to see such a long TTK from the HH turrets! I usually use the Corsair with 4 ad5b’s and 2 ad4b’s which makes very quick work of all ERT ships, including HH’s and 890’s.

I was surprised as well! The AI turret gunners are sub targeting the guns rather than the hull. It seems that sub targeting doesn't contribute to hull damage. In the case of the Hammerhead, NPC turrets are more suited to disabling ships while supporting players contribute to hull damage. In the case of an a hijacked NPC A2, the player can contribute to hull damage while the AI turret gunners contribute to gun component damage.

Do gunner NPC's respect target pinning or pilot subtarget selection after a target scan?

NPCs ignore target pinning. As for the pilot subtarget selection after scanning, I have not tested this yet but this is a good follow up test on smaller ships since they're easier to hijack.
