Someone else probably said this already but im too lazy to go scroll. I’ve played this mod a bunch and the civic policies can be saved by abandoning Britannia and keeping most of the money. The boost your cash reserve give is like 100x more valuable than the buildings. Also income per month is most important. So usually i ask people nicely to hand over high income provinces with special buildings as soon as possible and prioritise stewardship.
Probably the best combination of provinces to hold personally is pretty much all the trade nodes. In my game as Honorius i achieved the title of Restitutor Orbis in 5 generations by 522 AD, maxing all policies and achieving +257 monthly income while supporting 9000 man at arms, most of which are legionaries and cataphracts. I also founded 19 legions in that timeframe to call upon for war allowing me to use tactics focus for -85% levy amount and crazy +50% army movement.
The provinces i hold personally are Constantinople, Rome, Napoli for the university, Tunis, Ctesiphon, Jerusalem, Antioch, Alexandria, Carthago Nova, and Londinium. The one province i should get as an addition is Gizeh for the pyramids. That -20% short reign duration does wonders for your stability in a huge empire. Also since i went the christian route holding the holy land has extra bonuses from holy sites.
But statistically looking at my save, a 16,5k gold reserve provides +835 to the civic policies, meaning if you save most of the 5k in the start, you get a +200 ish boost. And the +257 monthly income provides a bonus of +3094 to the civic competence.
Oh and also in the beginning use as little of your army as possible and dismiss the rest to avoid the monthly income dropping as much as possible. Founding one legion to use consistently in wars is a surprisingly good money saver for wars and ofc using allies

I have maintained the civil competence starting as Rome in 361 and brought it to max (5000). The only thing that matters is INCOME PER MONTH. None of the other ones matter except your gold reserve (having a lot to spend). DO NOT BUILD BUILDINGS, they do nothing for the bar to go up, and it also takes too long. All you need to do is drop your court grandeur to 0 (for more $) and use the 10% extra income buff from the stewardship tree, as well as go into your vassal contracts and change their taxes to high and levies to low (for no tyranny gain) so that you can get max taxes. And ofc abandon Britannia right away. Also, you can change the senate contract to give you +2 stewardship and +50 vassal opinion.

You can also hold as bureaucratic, so go to all your cities and revoke them if you have the domain limit. Also using the gallant buff of 50% + from spouse tasks = more stewardship = more money. also maybe grab the highest stewardship wife you can find after having your heir.

You can actually do it without abandoning Britannia, just tried it, also you can go to “deities” tab in religion and pick Mara who will give you another 5% income boost

Julian’s story is fascinating for trying to go against the tide, however if you look at his ambitions and what he did to achieve them, It is regarded that even if he hadn’t died in battle in Mesopotamia he would probably have accelerated the decline of the Empire due to his policies and aggressive stance, much how Justinian is seen as some as the last great Emperor and a fool for others, wasting most of his resources in far away campaigns and gains that would be lost after his death, when the Sassanids were at his doorstep.
Tbh I don’t think he would have accelerated it, he has some stupid ideals, but he had the ability to have a long reign in which some stability would be stablished, apart from that had pretty good administration.

Justinian mostly got screwed by an absolutely catastrophic plague.
Aurelius, have you ever played the CK3 Mod "Godherja: The Dying World" ? I quiet like it, it has a sort of "fallen roman magic empire" that once span the entire map and is now splitterd in lost legions, autocrati and from barbarien conquered lands. Also there is the option to have the world "dying" over time, with the map getting smaller and people fleeing. maybe it is something for you? if not, no problem, i support you anyway 😁

Mod authors should rework the mechanics of Muslim Invasions, for its stupidly easy to just occupy their provinces and win the war, even tho their armies could wipe the floor with mine
Yeah the mechanics need to be reworked so that you are forced to a fight. But I am sure the modders are aware of this

All that matters for the civic competence is income per month. You can get that fast by revoking all the Vicarius Positions from the court positions menu. That gives you control over all the Dioceses and makes every provincial governor your direct vassal, so you get 20-30% of their income directly. Plus, each Vicarius costs 1.00 gold/month. The only bad thing is the prestige deficit that puts you in. But honestly, you’re not attacking the first 10 years anyways, so that’s fine. Just joust and feast a lot!
Oh, as a Bonus - try and get as many trade nodes into your personal domain as you can. They make dirty amounts of money very very fast!

i save this civic competence. You have to hold all kingdom titles that you get and build up the teodosian Wall as fast as you can. Abanndon Britannia helps really on this. But with luck you dont need this
