I moved to Etterbeek to work for the EU last February and can confirm it's a great spot to live! It's quiet, full of families/older couples and close to Cinquantenaire to go running. And the city centre is not too far away :)
Etterbeek also was on my list when I searched for apartments. But most of the time the apartments were either too close to Montgomery or the main traffic axises which were too much pollution for me.
I don't really share the positive experiences you guys have after having lived here for 10 years. But yeah, it can be nice if you're new and meet people from all different kind of backgrounds. The laissez-faire can be nice, but it can also be bad, just look around in some places and the way people here conduct themselves on the streets - it can be the much cited "hell-hole". I like Berlin much more, except rent (depend) everything is cheaper there, people are generally speaking less stuck-up, you have so many more opportunities and it's better for entrepreneurs in terms of bureaucracy and costs. Doing that in Brussels was the worst decision I've ever made. Social security costs were lawfully extrapolated from just two months of doing business, so I had to pay 6k EUR even though I only made 1.5k. It took 4 years to get that money back through with the help of a tax advisor. Belgian laws and regulations are a joke as is the political situation that's too fine-grained.

As a Belgian living in Limburg, i recently visited Brussels and had a really good time, but i was also wondering what regions to avoid? We walked through molenbeek to get to the metro and that was not the most pleasant experience
The trains stations, parts of Molenbeek and some parts in Schaerbeek at to avoid at night. During the day it can be okay-ish if you don't mind the smell and looks of places and people approaching you for the various illicit things. It is pretty save, but things here get stolen quickly, or vandalised, if you don't mind your belongings.
Concerning properties, they are extremely noisy, poor insulation, thin walls, it's awful hearing all your neighbours especially if they're inconsiderate. This should really be focused on more when describing accomodation.
