Shepherd defends the ULF, stating they have always been American allies. Huston then asks about the ULF's acquisition of American missiles, leading Shepherd to admit he has been sending illegal shipments to save lives, shocking everyone present.
The hearing continues with Huston questioning Phillip Graves about his orders to fire on Task Force 141. Graves confirms he received the orders from Shepherd, creating tension in the room. Meanwhile, Task Force 141 and Farah watch the hearing as they plan to take down Makarov. Laswell receives intel that Makarov and his allies are in London meeting with a hacker.
Ghost is on CCTV while Gaz and Soap track the hacker. Soap overhears their conversation and learns the location of the buyer. The team breaches the tunnel, kills the buyer, and acquires a flash drive that contains a Trojan horse virus aimed at the train network, allowing Konni to take control of the trains.
Makarov is spotted boarding a train to the channel tunnel, prompting Task Force 141 and SFO to intervene. The team splits up to approach the service entrance. Gaz, Ghost, and the SFO Leader take one side, while Price and Soap go the other way. Intense shootouts ensue as they try to pursue Makarov. Price and Soap find a bomb and attempt to disarm it while under attack from Konni contractors.
As Soap works on the bomb, Makarov ambushes them and shoots both Price and Soap. Despite being injured, Soap manages to stab Makarov but is shot in the head and dies. Price screams in anguish as Gaz and Ghost arrive to help. They manage to disarm the bomb, but the team mourns Soap's loss.
Laswell writes a report on the mission, noting that Makarov has been taken down but his status is unknown. The report ends with the confirmation of John 'Soap' MacTavish as K.I.A. In the highlands of Scotland, Price, Gaz, and Ghost mourn Soap's death, scattering his ashes in the wind as they remember their fallen friend.
