Why not have a waterproof wet suit that has an inflatable torso. You could also include heating options. You could also have a canister that holds hydrogen, when released, it inflates a balloon that is tethered with a dyneema line, and a gps emitter. As soon as the balloon is deployed a siren is sounded over the ship.
