And yes, it is definitely an action and experience oriented process. I think of Moses'40 years in the wilderness. His burden for his people was not the only necessary qualification to lead. Jesus started his ministry at 30 even though he knew his purpose at 12. I hope this makes sense.

That 25-30% readiness you mention is the foundational truths which can be taught by a church but can also be learned at Seminary. They do need to be paired with internships and I do believe an aspiring pastor after seminary should undergo ordination because what the school taught and what he believes could be very different.

I think the fact is that many seminaries don't see classroom education as "sufficient" - that is why there are many hours dedicated to practicums. Don't scare aspiring ministers away from seminaries - with so many false teaching floating around nowadays, we need more people who know what they're saying and be able to refute these falsehoods, not less!
