The bad man sounds like a thousand sons marine, Tzeentch corrupted. The dust makes him sound like a rubric marine but he had higher thinking so perhaps a sorcerer was speaking through him.
There are four Gav & Bob stories at the moment, by two authors, and they are all fabulous. There may be a fifth one coming which I am looking forward to a lot.

The Traitor Astartes in Blue and Gold specializing in Psychic power are the Thousand Sons under their Primarch, Magnus the Red. Lord of Prospero that follows Tzeentch. The big bad at the end is one of their Sorcerers considering most have already turned to dust and had become rubrics aka dust armoured golems.
I don't know if they read these comments, but in case they do, they should totally watch some baldemort videos. I personally think their salamanders video is his best.

I'm pretty sure the "dust" was later explained by the Space Wolf as the splintered fragments of the chaos marine's skull.
