If you look closely you can see a puff of (smoke?) coming out of the main stack shortly after the backdraft door opens.
This probably has something to do with the shutdown before it gets up to full speed.

Tunnels
One of the starter coils could be shorting out causing it to throw a breaker, if it can be hooked up to a breaker.
it's usually not a breaker but either a HRC fuse or an arc quenching breaker and a current meter

I guess the high voltage signs mean it was actually an 11/33kV motor?
Tera Volt 11kV is very common for mining equipment. So i guess so indeed. With normal household voltages you would need giant cables for 500kW. At 11kV it would use 45 amperes. At 400 volts it would be 1250 amperes.
Indeed, you still see massive motors on low voltage though, hundreds and hundreds of amps but I guess they must be cheaper due to high voltage insulation expense. In mining though, I doubt expense is an issue hence here it's 11kV. Also makes me wonder about the soft starter. Must be pretty large, massive thyristors too I imagine. I wonder how many kWh is lost in the soft starter each start.
What is it used for?
To ventilate mines or maybe tunnels because you don't have fresh air in a mine so it must be blow in otherwise you would die of not enough oxygen
And people wonder where those strange "sky sounds" come from.

edit: in description it says that its a "primary ventilation fan" where mostly results for mining and underground facility ventilation come up
