I realize this is an old video, and I'm watching your Paddle wheel videos because I plan to build a water wheel.
But, when using as a wind driven, wouldn't it make sense to put a wind shield over the (right) side that comes back around into the wind so the wind isn't slowing it down from that side?

if you did that I think it should be able to rotate with wind direction
