Yes he is.
People will argue that Myrtle comes out faster and such, but there are barely any maps that matters.
Of course, as a 4*, she is cheaper so new players should max her, and maxing both (with bagpipe) is the meta, but if you can only choose one and don't care about how cheap it is, Ely is the better operator
