All you need is like a 20 ASVAB in some branches, and to run 1.5 miles in like 16 minutes, and you're off to basic/bootcamp. There's going to be plenty of people that don't make good servicemembers, aren't cut out for the military, are dumb, criminals, etc. As long as you don't have any felonies you can slip through. People tend to forget that the military, government employees, law enforcement etc. are all recruited from the public (usually at ages 18-24). And any large population of people is going to have a lot of unintelligent and "amoral" people. Of course there's going to be shitty cops, soldiers, local officials etc. We don't have a good enough system to - and definitely don't pay enough money to these people in order to justify - narrowing down the most intelligent and outstanding of our population. Some slip through the cracks and stay there for a while.
