I agree that RotR is the most fleshed out and polished mod out there, but you must consider a couple things here: the game engine really sets limitations to what modders can actually do. There's a limit of upgrades that can exist in the game for example. I think it's 120. If you devide that by 5 factions or by 12 that's a huge difference in in-depth upgrades and freshness. This is one of the main reasons RotR is able to deliver, it simply fits better within the boundaries the engine allows. Contra and Shockwave do this too but are far more limited due to having Generals instead of only basic factions. This lead to less tactical options and more diversion in units choice. Also consider that balancing 5 factions against 12 is simply not comparable. In RotR there is a certain freedom of experimentation which allows the modders to come up with new stuff (within the engine limitations) and be able to implement its counter-units to the other factions relatively easy. When doing the same in SHW/Contra, it requires lots of testing and adjusting older units and buildings. RotR is planning to implement sub-factions in later versions too, and I'm afraid this will be in expense of the detail and fresh experience you enjoyed so thoroughly. Lastly I want to say that in my opinion all three of these mods are on equal level. They all have a specific goal and approach. SHW wanted to make ZH better without doing many other significant changes. In other words, it has to become what ZH could have been. Contra sets the tone to another aspect, which is diversity and aggressiveness. The ranking system really forces players to act instead if turtle, and rewards the player for his combat effectiveness. RotR is indeed more of a fanmade unofficial sequel to ZH. It focuses on tactical and technological freedom in terms of upgrades and support powers. All three of the mods are able to deliver their take on the game very clearly. In the end, it's just a matter of taste, and of course the age of the game.
