Here are 3 possible reasons for why God keeps allowing someone to pop up in your thoughts.
So You Can Forgive Him or Her or Ask This Person for Forgiveness
Throughout the Bible, we are told to forgive others (Matthew 18:15) and to ask for forgiveness when we sin against others (Matthew 5:23-24).
The Holy Spirit could be highlighting someone in your mind for this purpose.
2. God Could Allow Someone to Keep Popping Up in Your Thoughts to Motivate You to Pray About Pursuing a Relationship with This Person
When God wants you with someone, he will let that desire grow so strong inside of you that you must act on it.
3. Because You Are Hoping to Reunite Even Though God Is Telling You to Let Them Go
God allows us to make internal choices. He could be telling you to let this person go but you may be choosing to hold onto them in your heart.
Those aren’t the only options! So, maybe it’s because He just simply needs you to pray for that person. Not for personal reasons or for personal gain. Maybe that person simply needs prayer. Not everything is about you!
It could also be that one of the callings God has placed on your life is praying for others.

This is very true, I'm struggling to let a certain relationship go.
This came right on time. I need to ask this person forgiveness for what I did first in the past. I was wrong and I didn't have to have a selfish motive. I feel condemned about it everyday honestly and I'm sad, afraid and deeply ashamed. But I still want to be with him. He was someone I admired and loved still, I just had a sick issue within myself and I'm sorry to him for starting this. 😔

You pray and ask the Lord!! You also need to realize that the options some dude with a nice voice puts in a video aren’t the only options out there.

Asking God to help you discern it will be of help. James 1:5; Jn 10:27; 2 Tim 2:7 & 1 Cor 2:15. That's a humble suggestion dear child of God.

I'm struggling to let go and to keep no records of the wrong, but seeing the person daily and seeing all that they do with no care or worry about you, how could this even be possible... I am fighting with prayer and even with a better more GODLY attitude towards it, but I still can't seem to fully let go entirely. I do not want to keep this person in my system at all, I really honestly do not!!
Praise the Lord. Also, there are some who have had premarital sex. When we have done or do this, that creates a soul ties. so as believers, new believers, and those who are unbelievers (please Accept Christ), we need to pray the blood of Jesus Christ against them & destroy/denounce those demonic soul ties we may have, in Jesus’s name. This is another serious reason why we feel so stuck on certain people. God bless you all.

Seek God and pray. Not everyone that comes to your mind you havw to pursue a relationship with. Maybe you just got to pray for them. Pray anyway.

I have had this happen to me I have forgiven this person & prayed for them & moved on with my life. I went for an internship for school & what do you know the person who was doing the interviewing had the exact name of the person who at random times pop up in my mind I just don’t fully understand I have the gift of good bye & if it’s gonna cost my mental health I have to go & it’s like I’m being punished for choosing me & moving on & it’s been almost 3years GOD PLEASE CLOSE THIS CHAPTER I was hanging out with this woman at my school we both are nursing students I’m 22 she’s 25 I liked that we studied together I wasn’t looking for a relationship however I would like to have a wife or a fiancé after I graduate been hanging with her for almost a year I even came to her church & sung a song for friends & family day well the issue was she has 2 children & I stated that to her that I don’t date or entertain

Exact same thing, but three years for me now. There are seasons were I dream about this person almost everyday for a week, sometimes everyday, and even twice a day. It's truly tormenting me and I don't know what to do. I pray about it all the time. I don't know what to pray or hope for anymore.

Number 2 is not necessarily true.
There are people/friends, co workers wtc come to mind both male/ female. Does that mean I am to pursue a relationship with them. Don't mmjoke like that. You are being ridiculous.
Though forgiving and asking for forgiveness are biblical an definitely a must.
But you didn't even mention one most important thing. That when someone comes to mind it may be that God wants you to just simply pray for them. Just to pray for them and NOT pray so you can pursue a relationship with them.
