Firstly, the angry "Everyone's doing it, why shouldn't I be allowed to/why are you (only) judging me for it?" and secondly, "How can I not do it?" in relation to peer pressure and the lack of role models who exemplify better coping strategies for overcoming problems. And the "high" he is singing about can be interpreted in diffrent ways too. In addition to the obvious, there is another potential meaning: "Why is everyone getting somewhere, making a career/being happy?" Really a great song to show what feelings children growing up are experiencing and how important it is to lern good coping strategies so they don't have to "help" themselves with stuff that will destroy their life.
