I’m assuming it’s like animals that don’t have natural predators like the dodo. When people started hunting them to extinction they didn’t know what to do cause the dodo never had a predator to fear. So for these dudes no one really stood up to them or could beat them, so they just do what they know best, fight.

They actually made and released a stage play in Japan from the point of view of the mohawk dudes! As part of the promotion they let the audience vote on what nonsensical sounds the characters would shout while they explode after encountering Kenshiro off-stage. I wish I could find an English translation or recording of it!
Rei literally already kills everyone by slicing them. I think it would have been more impactful if, in his rage, he just punched everyone to death here. There's even a shot in this scene where he's about to punch someone!
I don't know if it's deliberate or the animation budget, but notice how in his anger Rei's technique isn't as clean or stylish as usual here. He's just lopping heads off and ripping guys rather than the usual fancy slicing techniques.
Rei doesnt know what kind of blood runs in your veins... so he decides to have a look and find out.
