Don't give up. Nobody is saying Zaria/Moira need nerfed. I find that funny. The healer passive basically makes Moira and Lucio invincible because Moira throws her orb and Lucio heals himself constantly. I hope these are not stacking. Zaria gets charge way too easily, I can keep her at max charge with no problem. Maybe her charge should go down quicker if it's past a certain point. Idk, let the word be known.

The biggest problem with Zarya is that her beam does +100 dps which is insane even for damage heroes, just look at symmetras beam dps for example and its a lot lower with her being a squishy character as well. They just need to tone down the beam damage and/or reduce the effectiveness of her bubbles.
The healer passive wont activate unless you dont take damage for 1.5 seconds or smth like that
