It started when I was moving furniture in at night, but it was about 8:30-9:00, and I see them peeking out through their kitchen blinds watching me so I waved hi at them. The wife immediately comes out cursing at me and saying shes gonna call the police and I said ok. At 10ish when I'm almost done the police show up so I tell them that she came out yelling and cursing at me because I waved at her and that the sign at the front says that I can have a moving truck here and make noise until 1am, so the cops tell her to leave us alone(me 17 at the time, my mom, and a friend) and leave. About 3 weeks later we get a visit from the police saying that we're "being too loud" although the people in the 2 apartments between us said that nothing was going on. 4 days later the neighbors start following my 11 year old sister and I with cameras and another police visit saying that we're "taking the trash out too loudly" so I show them the garbage chute door and how much noise it makes when opening, the fact that they live right in front of it, and that they are following us with cameras, so the police leave. I got another visit saying I throw rocks at their front door but I said I'm in school during the day. Its been a while since they've done anything but now we got letters from the community association my mom and I(18 now) stole gym cards from the "highly secure" front desk on a thursday, but we went on friday. A police officer showed up on tuesday of the week after saying that we stole it on monday. The only reason we took the cards was because the "security officer" at the front desk takes 2 hour breaks and the cards are on the desk, my mom told the officer what happened and gave her the cards to be returned. Now the association is saying we stole them when they can't get the dates right and the cards were returned by the officer. Sorry that this is such a long comment but I needed to get this off my chest.

To be real while I think she was over zealous, if it was your chair its a very good possibility that since its touching the ground the vibrations are sent through the wood and are louder in the lower room than in your room. Regardless of how well the apartments are furnished the construction might not be optimized to be sound resistant. Think of it like turning a cup upside down then tapping it. You dont hear much but when you turn it right side up and tap it you hear the echo louder.
Some women seem to do stuff like that. One woman tried to frame my cousin for sexual harassment because he didn't want to give her the time of day. Thank goodness the truth arose because that would have affected him for the rest of his life when he didn't do anything.
