This should have obviously resulted in a 4th foul of category 2, i.e. disqualification (HANSOKU). But this would take some balls to disqualify the current world champion in a national event.
This is the biggest problem of sport karate. Judges and judging. And this match is a true example of what is known in advance who will win and thus loses all the charm of a sport such individuals and their decisions pushed to the margins of modern sport.
