That's the Nottingham council house As a teenager we would sit on the steps outside and would get moved on if the mayor was visiting the building, it also has a secret passage underground to enter or exit, I know this because I worked at a hotel which caterd food for a VIP meeting,
If Council Buildings aren't open to the Public, then why do they need to waste all that money on a receptionist and 2 security guards ... ? £1,000 for a card key entry and they could save at least £100,000 per year on unnecessary personnel just like that ... Anyone officially visiting could then just get met at the entrance.
I live near Nottingham. I'd love to say it's usually friendlier than what you witnessed, but I 'd be lying. It does have a pleasant town centre though, with nice architecture.
If the town hall is closed, which it shouldn't be, the doors should be locked and a sign telling the public it is closed should be on the door. That being the case there would be no need for two security guards and a lady on reception. It dosen't make sense, it's either open or closed, not closed just to the public whose building it is.
