One of the map devs here, you're absolutely right in saying that that area at 13:00 (named Kingsquay or St. Denton in the game) was inspired pretty heavily by Blackpool - it was built back when we first began to plan the trams as a pretty essential part of the tram network. Quite a few places are inspired by real places in the UK - the power station behind it for example was inspired by Battersea in London.

How ever this is not a saddle tank engine, this would be stepney’s class in a different livery, and yes, the coach’s are Annie and clarabel’s/the branch line coaches basis.
