I thought everyone was just repeating an odd joke but removing payment methods (delete any cards you're not using or any that are expired from your account) actually made the downloads work. Whoever figured this out, thank you.

For errrors WS- 116483-3 + CE -109260-8 (Cant restore license)
1) Go to safe mode : Clear cache > console restarts.
2)Go to safe mode again : Rebuild database >Console restarts.
3)Restore licence.
Evertyhing should work.

The first part of your video worked for me, ty much. I just restored licenses and signed out/signed in and voila! Finally after trying many other things like in the comments. Getting rid of payment options that werent valid anymore did not work for me. I think people talking smack about this video should just chill and stop hatin cuz if it wasnt for this guy, i wouldnt have got it to work and if it werent for the comments generated from this video(which he didnt have to do, hes trying to help) y'all would still be head scratching too so ty to author of video and ty to people helping through comments. Much appreciated. My game is dl now!
Obviously different things work for different people's systems but coming to watch this video helped many directly and indirectly

i tried downloading the game from ps app it worked.
I had an expired card as one of my payments, I removed all of them and also tried everything they say in other videos and articles and didn’t work, until a registered a new debit card with no funds and tried to buy something, the transaction got rejected and that fixed my problem.
