In fact, 1 should be in place and then you break on 2 making the BASIC STEP: 1 (pause mostly in place), 2 (break forward), three (back), cha-cha, ONE and then it repeats vice versa with 2 (back) and three (forward) and cha cha ONE. What I've been told is that for beginners the count shown in the video is preferred until the novice dancer masters it.
