This is a protest of a sub group in the religious Jewish orthodox community (Direct translation: The jealous ones), They reject the idea of the state of Israel until Moshiach comes and they can rebuild the holy temple in Jerusalem. They protested the existence of Israel during it's independence day. They are a small group and are getting smaller with time but they are also a symbol of how liberal and diverse the Jewish community has become with time or how it's gone astray from the traditional way of practicing Judaism, depends on how you see it.
