What level of proficiency does a person need to achieve in both languages in order to be considered bilingual? What if a person is a beginner in a second language? Can he be considered bilingual?
Thanks for your question, there is no one single definition of bilingualism, and for this reason scholars find it difficult to come to a consensus on this matter. Some argue that it is enough to possess limited knowledge and basic communication skills in the 2nd language, others argue that all skills should be developed to a high level so that one can be considered a bilingual.

And what about close languages, like Czech and Slovak? Are those who speak both from birth are bilinguals?
Hi Sofia, thanks for your interesting questions. 1. The crazyrussiandad from the video (following the link) can definitely be seen as bilingual because he's quite fluent in Russian and English despite the fact that he's got heavy Russian accent when speaking English. 2. I'm not an expert in Czech and Slovak, but if we assume that these two constitute two dialects of the same language (linguistically speaking), then we can argue that the person speaking these two language variants can be seen as bidialectal.
