The last time I checked Winnipeg was in the province of Manitoba. And so the city and the province’s Justice Minister need to deal with this issue. So this “mess” is entirely the fault of city police, the Mayor and those who govern that city.

All orders were made and served throu a small window, like the old pick-up widows at drive-in restaurants of yesteryear. They could even put in one of those pass through windows like Silence of the Lambs. Cheaper than insurance and major theft, comparaty.
They need to set up stores where they have pickup counters for customers after payment, everything including the staff is behind glass, all the stock is in the back except for displays. Anyone remember Consumer Distributing?
