Can Pakistan's Institutions be Reformed? Role of Civil Servants & Politicians

- Pakistan has preserved its colonial legacy. We have failed to reform any of our colonial institutions including the colonial laws.
The question we would ask you to confront are:
- Do we have adequate separation of legislature and executive?
Do we need to limit size of the cabinet beyond what we envisaged in the 18th amendment which was not followed? Should we have more than a
dozen ministries in the federation?
- Should there be limits on political employment, especially in light of PIDE research on the Cost of Public Employment?
- How can we depoliticize the civil service? Should the political masters be
allowed to transfer and appoint civil servants?
- Should we have tribes of civil service? Should we continue with CSS exam?
- Are our elections capable of getting rid of dynasties? Should there be term and family limits for parliamentarians?
- How can the continuity and empowerment of local governments and city administrations be ensured? Can it be done in the presence of DCs and Commissioners that are owned by the federal civil service? Or do we require a rethinking of our whole civil service structure?
- How can we improve electoral processes with staggered elections, direct Senate elections, and voting reforms like compulsory and e-voting?
- What changes are needed in bureaucratic recruitment, compensation, and processes to eliminate inefficiencies and outdated practices?
- How can we grant autonomy to agencies, decentralize budget control, and set clear goals for better performance and transparency?

Sports is A Doctrine subject of “Constitutional business” through which countries like UK, Germany and France annually earns more then “One hundred fifty Billions USA dollars”.
So what Germany did with me they did BUT the actual legal Constitutional Question of legal Charge of Prosecution is THAT what did Pakistan to me because before “1988” I was in Pakistan and was selected for Pakistani National Teams of Hockey and Cricket but when they had neglected me then I had Two option either I should take suicide OR should must leave Pakistan. So I had left Pakistan and since “July, 1997” I am back in Pakistan and these World record Athletic Performance I had since “1988” with me and these are my world record Athletic Performance of “May,2024” but despite my annual request to every so called Pakistani government and to Sports Ministry of Pakistan and to Sports board of Pakistan since, “1997” no one had even Tested my world record Athletic Performance THAT what I have written is True OR false and had not provided me the chance of Olympic Participation to win least “17” gold medals for Pakistan and to engraved my name in the all time history of Olympic?

Sports of country is not only coherent with the Average annual net earning but also provides “Financial Support” to country to increase its “Foreign currency reserves”.
Prosperity and development of country including present and future of country is recognized through their "Average annual income". Average Pakistani income is less then "Minus 40" USA dollars annually. Average income is calculated through that "Foreign Currency Reserves" which A country State bank have. So in that Pakistani State Bank has "Nine Billion USA dollars" . Now divide "Nine Billion Dollars" on "22 Karore" Pakistani population then divide that on that foreign currency credit debt which are on Pakistan because of Pakistani governments because Pakistani governments had taken credit from world Bank and IMF and from foreign countries and not taken by population. Then after Total calculation the result is that Pakistani Average annual net earning is LESS then "Fourty USA dollars". Through that it can easily be imagine that what was and is "Financial Mis-management" and Financial corruption in Finance ministry of Pakistan because of Non-merit incompetent Total Corrupt Finance Ministers of Pakistan. .

Can reforms happen, no , never and it is the Mission impossible. If it were to happen one should go back in time travel to evolve from the day of Pak's inception. The only issue here is time cannot travel back even if Allah wishes or stupid enough to try. Pak Zindabad. Inshaallah🤣🤣🤣🤣
